12 Umpires in GMCL

This section of the rules covers how our umpires operate, club umpire requirements and fees

 

12.1.Umpire Appointments

12.1.1.The management and appointment of umpires

12.1.1.1.Greater Manchester Cricket League Umpires Association (GMCLUA) manages and appoints all umpires independent of the GMCL Board

 

12.1.2.Umpire appointments by Division

12.1.2.1.The GMCLUA will appoint Umpires as follows, where numbers of available umpires allow

12.1.2.1.1.Saturday Competition

12.1.2.1.1.1.Two umpires for all games in Premier League, Premier 2, Championship and Division 1 and

12.1.2.1.1.2.Two umpires for all games in Division 2, except those featuring a Second XI, where a cub umpire must be supplied for each second XI playing in a game

12.1.2.1.1.3.In Division 3 and Division 4 any club that has both a First XI and Second XI in the Division 3 or Division 4 a League Appointed Umpire will be allocated to one of those games. (subject to a minimum of 60 Umpires being available on the relevant Saturday).

12.1.2.1.2.Sunday Competition

12.1.2.1.2.1.Two umpires to each game in the Sunday Competition

12.1.2.1.2.2.GMCL Cup games & GMCL20

12.1.2.1.2.3.Two umpires to each game in the Cup and GMCL20

12.1.2.2.Matches requiring umpires appointed by the club

12.1.2.2.1.All matches where a Second XI plays in Saturday Division 2 will require a club umpire for each Second XI in the match

12.1.2.2.2.All matches in Saturday Divisions 3 and 4 will require a club umpire for each team except those referred to above where a First and Second XI from the same club play in Divisions 3 or 4. Rule 12.1.2.1.1.3.

12.1.2.2.2.1.The team having a GMCLUA appointed umpire in these circumstances will be notified of the appointment by GMCLUA

 

12.1.3.Club Umpire Requirements

12.1.3.1.A club umpire must

12.1.3.1.1.either be a qualified umpire or undergo the Introduction to Umpiring course that will be organised and paid for by the GMCL Board and

12.1.3.1.2.they must also be DBS cleared,

12.1.3.2.It is the club’s responsibility

12.1.3.2.1.to ensure the club umpire has a valid DBS and

12.1.3.2.2.to arrange a suitable fee with their club umpire for each match.

12.1.3.3.If a club cannot find a suitable umpire, then

12.1.3.3.1.they can apply to the GMCLUA for an umpire to be appointed, but this must be on a week to week basis. In order to apply for a GMCL Umpire:

12.1.3.3.2.The club must complete an online form that can be found on the GMCL website. Emails and phone calls will not be accepted.

12.1.3.3.3.The form must be submitted by 8 p.m. on the Thursday preceding the match.

12.1.3.3.4.The GMCLUA will appoint an umpire, where possible, and notify the club on Thursday night with the name of the umpire.

12.1.3.3.5.The club will pay the umpire the standard fee as set by GMCL.

 

12.1.4.Club Umpires are not present at the start of the match,

12.1.4.1.To ensure that at least one umpire is present at a game,

12.1.4.1.1.Where one or both clubs do not have a club umpire available we would expect both clubs to have spoken to each other after the Thursday evening deadline of seeking League Panel umpires should there be no available Umpires to officiate,

12.1.4.1.2.Should neither club have a club umpire available,

12.1.4.1.2.1.The clubs are to make arrangements between themselves to ensure the game takes place

12.1.4.1.2.2.In these circumstances, players will have to play their part and umpire the game to make sure it takes place.

12.1.4.1.3.Matches should not be called off because of the lack of Umpires.

 

12.2.Umpire Fees

12.2.1.Umpire Fees in GMCL

12.2.1.1.The standard fees for League Appointed Umpires where there is any play

12.2.1.1.1.Premier and Premier 2 Divisions, £50.00

12.2.1.1.2.Championship, Divisions 1 and 2, £45.00

12.2.1.1.3.Remaining Saturday Divisions, £40.00

12.2.1.1.4.Sunday League, all Divisions £35.00

12.2.1.1.5.GMCL20 £30.00

12.2.1.1.6.GMCL Cup Matches £45.00

12.2.1.2.The fees for Club Umpires

12.2.1.2.1.Each club using a club umpire should agree the fee they will pay their Club Umpire

12.2.1.3.Where only one umpire attends

12.2.1.3.1.The umpire (League Appointed or Club Umpire) should be paid 1.5 x the appropriate divisional fee above

12.2.1.4.Umpire Fees where Match Abandoned - No play without a ball bowled,

12.2.1.4.1.Premier, Premier 2, Championship, Divisions 1 & 2 and in all Cups £25.00,

12.2.1.4.2.All remaining Saturday Divisions & Sunday League £20.00

12.2.1.4.3.GMCL20 £15.00.

12.2.1.4.4.For Club Umpires each club to negotiate fee for abandoned games with their Umpire

 

12.2.2.Umpire Fee Payment in Premier, Premier 2, Championship, Division 1 & the Sunday Competition

12.2.2.1. (AMENDED FOR 2021) The general rule for matches in these Divisions is that each club pays one umpire or half the total fee at the toss or when the game is called off, whichever is the earlier

 

12.2.3.Umpire Fee Payment for matches in Division 2 in the Saturday Competition

12.2.3.1.The general rule in Division 2 is that the home team are not responsible for all Umpire Fees

12.2.3.2.Where there are two League Appointed Umpires

12.2.3.2.1.The two sides share the total cost of the umpires at £45 each

12.2.3.3.Where there are Club Umpires in the match

12.2.3.3.1.For games between 2 second teams, each team pays its own club umpire but if only one of the two club umpires attends, then the team whose club umpire does not attend shall pay 1.5 the standard fee to the club umpire who attends

12.2.3.3.2.For games between a first team and a second team with a club umpire, the second team pays it club umpire and the first team pays the league appointed umpire (whether it is home or away) unless –

12.2.3.4.Where only one umpire attends

12.2.3.4.1.If a club umpire does not attend, then his club pays the league appointed umpire who stands 1.5x the standard fee or

12.2.3.4.2.If a club umpire has to stand in the game alone, because the league appointed umpire does not attend, the club umpire is still paid by his club (on such terms as the club agrees with its club umpire) and the first team also pays that club umpire half the normal rate shown in Standard Fees

 

12.2.4.Umpire Fee Payment for matches in Division 3 and below in the Saturday Competition

12.2.4.1.The general rule in Division 3 and below is that the home team are not responsible for all Umpire Fees

12.2.4.2.Where there are two League Appointed Umpires

12.2.4.2.1.The two sides share the total cost of the umpires at £40 each

12.2.4.3.Where there are Club Umpires in the match

12.2.4.3.1.For games with 2 club umpires, each club is responsible for the fee for their own umpire but if only one of the 2 club umpires attends, then the team whose club umpire does not attend shall pay 1.5 the standard fee to the club umpire who attends

12.2.4.3.2.For games with one League Appointed Umpire and one Club Umpire,

12.2.4.3.3.the team pays its Club Umpire and the other team pays the League Appointed Umpire (whether it is home or away) unless

12.2.4.4.Where only one umpire attends

12.2.4.4.1.If a club umpire does not attend, then his club pays the league appointed umpire who stands 1.5x the standard fee or

12.2.4.4.2.If a club umpire has to stand in the game alone, because the league appointed umpire does not attend, the club umpire is still paid by his club (on such terms as the club agrees with its club umpire) and the first team also pays that club umpire half the normal rate shown in Standard Fees

 

12.2.5.Umpire Fees - Cup Matches & GMCL20

12.2.5.1.The away team captain shall

12.2.5.1.1.pay to the home captain one half of the total umpire costs for the game before the game

12.2.5.2.The home captain shall

12.2.5.2.1.Make payment to the umpires before the start of the game.

12.2.5.3.Where only one umpire attends

12.2.5.3.1.The payment to be split is 1.5x the prescribed fee

 

12.3.Umpire Support

12.3.1.Club Umpires - Equity of Treatment

12.3.1.1.Club Umpires are to be afforded the same level of respect as League Appointed umpires at all times

 

12.3.2.Umpire Absent at short notice

12.3.2.1.Where one of the Umpires (League Appointed Umpire or Club Umpire) cannot attend for whatever reason,

12.3.2.1.1.A suitably responsible person can be appointed where there is agreement between the umpire and captains to stand at the Strikers End (Square Leg) or take a full part in the game where qualified or

12.3.2.1.2.Players from both sides will be expected to assist the one Umpire present by standing at the Strikers End (Square Leg). This player must be over 18 or over 16 if holding umpire qualifications.
