7.1.1.1. Throughout these Junior Rules, the GMCL junior leagues shall be referred to as the Junior League, while the GMCL junior cup competitions shall be referred to as the Junior Cup. Together, they will be collectively known as Junior Cricket.
7.1.2.1. All junior cricket will be played in accordance with the Laws of Cricket, as set down by the MCC, ECB, and GMCL rules, except where these have been varied by these Junior Rules.
7.1.3.1.Nothing herein shall affect junior cricket not administered by the GMCL.
7.1.4.1. Junior Cricket shall be managed by the GMCL Junior Board and overseen by the GMCL Board.
7.1.4.2. The GMCL Junior Board may delegate tasks and roles as necessary.
7.1.5.1. Amendments to the Junior Rules shall be made annually by the GMCL Junior Board and announced in advance of the season.
7.1.5.2. The GMCL Junior Board shall have the authority to make rulings in respect of any matters not adequately addressed by the Junior Rules.
7.1.6.1. A failure to comply with the Junior Rules or any ruling or direction of the GMCL Junior Board may lead to disciplinary action against the club or player concerned, in accordance with the decision of the GMCL Junior Board or the GMCL Board.
7.2.1.1. The Executive, through the GMCL Junior Board, will organise and manage junior cricket leagues and tournaments.
7.2.1.2. The Executive will determine the structure of competitions annually, following receipt of the annual entry forms, recognising that the number of teams entering the junior competitions changes year on year in each age group.
7.2.2.1. The GMCL Junior Board shall retain full discretion to make arrangements considered to be in the best interests of the Junior League and Junior Cup, their participating clubs, and junior players.
7.3.1.1. The following provisions of this Article, drawn from the ECB Code of Conduct and Spirit of Cricket, will apply to all Junior Cricket.
7.3.2.1.The ECB and the GMCL are committed to maintaining the highest standards of behaviour and conduct in Junior Cricket.
7.3.2.1.1. Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its laws, but also within the spirit of the game. Any action that abuses this spirit causes injury to the game itself.
7.3.2.1.2. The major responsibility for ensuring the spirit of fair play rests with the captains (in the ECB Code of Conduct). Within Junior Cricket, this responsibility will rest with team managers, not captains.
7.3.2.1.3. Team managers and umpires set the tone for the conduct of a cricket match, but every player is expected to make an important contribution to this.
7.3.3.1. The junior team managers at each club shall be responsible for the day-to-day running of Junior Cricket and completion of fixtures.
7.3.3.2. Clubs must take adequate steps to ensure the good behaviour of their members and supporters towards players and umpires.
7.3.3.3. In the event of any player failing to comply with the instruction of an umpire, criticising a decision by word or action, showing dissent, or behaving in a manner that might bring the game into disrepute, the umpire shall
report the matter to the other umpire and to the player’s team manager, requesting the latter to take action.
7.3.4.1. Players and team officials must at all times accept the umpire’s decision.
7.3.4.2. Players must not show dissent at the umpire’s decision or react in a provocative or disapproving manner towards another player or spectator.
7.3.4.3. Players and team officials shall not intimidate, assault, or attempt to intimidate or assault an umpire, another player, or a spectator.
7.3.4.4. There is no place for any act of violence on the field of play or in any way connected to Junior Cricket.
7.3.4.5. Players and team officials shall not use crude or abusive language, engage in sledging, make offensive gestures or hand signals, or deliberately distract an opponent.
7.3.4.6. Players and team officials shall not make racially abusive comments or indulge in racially abusive actions against fellow players, officials, members, or supporters.
7.3.5.1. In cases where no safeguarding element is present the GMCL Junior Board shall be responsible for enforcing discipline. In cases of clear breaches, the Junior Board will impose sanctions, with the club retaining the right to appeal to the GMCL Senior Officer within 24 hours of the original decision being advised.
7.4.1.1. According to the Laws of Cricket, the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time, and it is the responsibility of the team manager to take action where required.
7.4.2.1. Umpires are authorised to intervene in cases of:
7.4.2.1.1. Time wasting
7.4.2.1.2. Damaging the pitch
7.4.2.1.3. Dangerous or unfair bowling
7.4.2.1.4. Tampering with the ball
7.4.2.1.5. Any other action they deem to be unfair
7.4.3.1. Your opponents
7.4.3.2. Your own captain and team
7.4.3.3. The role of the umpire
7.4.3.4. The game’s traditional values
7.4.4.1. Disputing an umpire’s decision by word, action, or gesture
7.4.4.2. Directing abusive language towards an opponent or umpire
7.4.4.3. Indulging in cheating or any sharp practice, for instance:
7.4.4.4. Appealing knowing the batsman is not out
7.4.4.5. Advancing toward the umpire in an aggressive manner when appealing
7.4.4.6. Seeking to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation on one’s own side
7.5.1.1. Prior to each playing season, clubs must submit their entries for teams to be entered into the Junior League and Junior Cups by the deadline published by the GMCL Junior Board, together with the details of the managers and junior coordinator.
7.5.1.2. Entry into the Junior Cups is only permitted for teams that play in the corresponding age group Junior League.
7.5.1.3. Entries received after the published deadline may result in teams not being entered into the respective competition, although every reasonable effort will be made to accommodate late entries.
7.5.1.4. Once a club has committed to play in an age group, it must fulfil all fixtures.
7.5.1.5. Junior League and Junior Cup fixtures will be produced and published as soon as possible following the deadline for submission of entries by clubs, on a date fixed by the GMCL Junior Board and communicated to clubs.
7.5.2.1. Clubs are free to choose which age groups and competitions they enter; there is no mandatory entry except:
7.5.2.2. Clubs at the top of the pyramid must enter a minimum of three hardball age groups at U11’s/U13’s/U15’s to meet ECB regulations for Premier League Clubs.
7.5.2.3. Clubs that concede more than three games in their respective season, at any age group, will be referred to the GMCL Board for investigation. This may affect their eligibility as outlined in 7.5.2.2.
7.5.2.4. Clubs may combine to join the Junior League at any age group where they have insufficient players, provided that together they can field a team on a regular basis.
7.5.3.1. Players must hold a membership of the club or clubs for which they play for.
7.5.3.2. Players must be registered on play-cricket with their club.
7.5.3.3. All players must include a photograph when registering.
7.5.3.4. Only registered players shall be permitted to take part in junior cricket within the GMCL.
7.5.4.1. Juniors registered with a GMCL club that does not have an appropriate age-group team may play junior cricket for another GMCL club to aid their development. However, they may only represent one club’s senior team in any given season unless officially loaned or transferred.
7.5.4.2. The GMCL appreciates that some juniors play at more than one club. Whilst we encourage juniors to play as much cricket as possible whilst enjoying the game there is a recognised player welfare issue inherent in over playing. Juniors playing for a club in the GMCL can play for one other team outside the GMCL and no more within a season.
7.5.4.3. Junior players may be loaned under the GMCL senior cricket loan system, which is designed to help short-handed teams (Divisions 4 and below on Saturdays or any Sunday Division) field a full side. Senior sections are expected to follow all procedures outlined in the senior rules when loaning junior players.
7.5.4.4. The use of loan players must be agreed upon by both team managers before the match. If managers do not agree:
7.5.4.4.1. The team using loan players forfeits the game (it may still be played as a friendly).
7.5.4.4.2. If both teams use loan players and cannot agree, the match is abandoned (it may be played as a friendly unless both agree to make it competitive).
7.5.4.5. Clubs are not permitted to loan players who have represented interleague, district, or county cricket at any age group. The GMCL Junior Board will monitor the number of loaned players.
7.5.4.6. Loaned players playing U13’s or above:
7.5.4.6.1. Must not bat in the top seven positions.
7.5.6.4.2. Must not bowl more than two overs.
7.5.5.1. A player may not represent more than one GMCL club in junior cricket during the same season, except as permitted under the following rules.
7.5.5.1.1. For age groups Under 11 and above, any player wishing to move clubs must complete a transfer in accordance with GMCL Transfer Rule 3.1.2: “Clubs must comply with the senior registration deadline: no new players may be registered after 31st July, subject to approval by the Junior Board.”
7.5.5.1.2. If a combined team formed by multiple GMCL clubs is declared and entered before the start of the season, players may represent that combined team and also play for their home club in another eligible age group.
7.5.6.1. Only Junior Players who regularly play in the GMCL at the respective age group can play for the GMCL inter-league side at their age category. Eligibility of GMCL interleague players rests with the GMCL Junior Board.
7.5.7.1. Players must be under the relevant age group limit at midnight on 31 August in the calendar year preceding the playing season to compete in that junior age group.
7.5.7.2. The use of an overage player must be agreed upon by the opposition team manager before the match is played.
7.5.7.3. If team managers cannot agree to play the game as a competitive fixture:
7.5.7.3.1. The team using the overage player(s) forfeits the game, which may still be played as a friendly.
7.5.7.4. If both teams are using overage players and cannot agree:
7.5.7.4.1. The match is deemed abandoned and may be played as a friendly unless both managers agree to make it competitive.
7.5.7.5. Girls may be up to one year older than the age group in which they play.
7.6.1.1. Junior League fixtures must be played on the dates assigned in the official fixture list and published on Play-Cricket.
7.6.2.1. All cancellations for League and Cup fixtures must be communicated to the opposition as early as possible and in sufficient time to prevent unnecessary travel.
7.6.2.2. Any club unable to fulfil a fixture on the assigned date will forfeit the game, unless the opposition coach agrees to rearrange the match in accordance with Rule 7.6.3
7.6.2.3. Junior fixtures are scheduled as late as possible to help clubs confirm player availability and fulfil their commitments.
7.6.2.4. Cancellations or forfeits should be kept to an absolute minimum.
7.6.2.5. If you anticipate any issues with fixtures, maintain communication with the GMCL Junior Board via juniors@GtrMcrCricket.co.uk.
7.6.3.1. Clubs fulfilling rounds of LCB or ECB competitions may rearrange affected fixtures. The opposition team will select the alternative date and venue. Once agreed, the age group secretary/administrator must be informed.
7.6.3.2. Cancellations due to weather or pitch conditions must be supported by an email from a club official,including reasons and evidence.
7.6.3.3. If fixtures in surrounding areas are played, the GMCL Junior Board reserves the right to award the fixture to the opposition. Junior Cup fixtures lost for such reasons must be rearranged within the published play-by date.
7.6.3.4. In the U11 Cup, an incomplete game must be replayed if fewer than 10 overs of the second innings have been completed.
7.6.3.5. To avoid fixture congestion, Junior League fixtures lost due to weather will not normally be rearranged.However, by agreement of both team managers and the GMCL Junior Board, rearrangement may be allowed. The default outcome is that the game is shared, unless both coaches agree on a new date. Any rearranged fixture must be completed by the final published play-by date, which will be provided at the start of the season.
7.6.3.6. If a rearranged fixture is lost due to weather or other extenuating circumstances the original outcome applies.
7.6.3.6.1. Example:
7.6.3.6.1.1. A game rearranged due to weather and then lost = tie, points shared.
7.6.3.6.1.2. A game rearranged because one team could not fulfil the original fixture and then abandoned = points awarded to the team willing to play on the original date.
7.6.3.6.1.3. If clubs cannot agree on the result, the GMCL Junior Board will decide.
7.6.3.7. If the home side cannot provide a suitable date due to pitch availability, the away side may offer to host. If both teams cannot agree, the GMCL Junior Board reserves the right to set the venue, date, and time.
7.6.3.8. Rearranged fixture dates must be updated on Play-Cricket. Any results not submitted to Play-Cricket by 11:59 pm on the play-by date will be processed as a draw.
7.6.4.1. In all junior cricket matches, the umpires shall decide whether a game should start or continue when there is doubt regarding pitch or weather conditions. If the umpires disagree, a final decision will be made by the GMCL Junior Board after the game. The Junior Board reserves the right to require additional training for umpires in such cases.
7.6.4.2. Umpires must always consider:
7.6.4.2.1. The safety of players.
7.6.4.2.2. The potential damage to the pitch and club square if play starts or continues in adverse conditions.
7.6.5.1. If a team believes the opposition is refusing to play or replay a game within the required play-by date, that team may appeal to the GMCL Junior Board Cricket Committee for the award of win points.
7.7.1.1. From the start of the 2027 season, all junior games must be played on grass pitches or hybrid pitches. The GMCL Junior Board considers artificial pitches contentious and does not believe they provide a safe option for junior cricket.
7.7.1.2. For the 2026 season, except for Junior Cup Finals which must be played on grass pitches, all other junior cricket fixtures may be played on an artificial wicket if the home club chooses. The visiting club must be notified of the use of an artificial wicket at least 24 hours before the fixture. Team managers must ensure all players
have appropriate footwear (no metal spikes) for artificial surfaces.
7.7.1.3. All grass pitches for hardball cricket must be prepared on the club square.
7.7.1.4. Please refer to Rule 7.9 for pitch marking requirements regarding fast bowlers.
7.7.2.1. Where clubs use photographers or fixed cameras for recording or streaming fixtures, they must obtain permission from the opposition manager before streaming. This is a safeguarding requirement.
7.7.2.2. Any player or umpire wishing to record or live stream during a match using a bodycam or helmet cam must obtain written consent from:
7.7.2.2.1. Both clubs
7.7.2.2.2. Umpires and scorers
7.7.2.2.3. Parents of any juniors involved
7.7.2.2.4. Consent must be obtained at least 48 hours before the match to allow time for approvals. If any objections are raised, recording or streaming must not take place. (Issued by the ECB Cricket Regulator via LCF County Safeguarding Head – Feb 2025)
7.7.2.3. Where permission is granted, any public online display of recorded material that causes offence, distress, embarrassment, or intimidation to players or officials of GMCL or member clubs will be considered a breach of the GMCL Social Media Policy.
7.8.1.1. Junior games should commence at approximately 6:00 pm on weekdays and 9:45 am on weekends.
7.8.1.2. From the start of the season until 21 May and after 1 August, there will be a cut-off time of 7:20 pm for the first innings to prevent late finishes and poor light conditions. If at least 10 overs have been bowled (or 50 deliveries in the Summer Cup),the over in progress at 7:20 pm shall be completed. The second innings will consist of an equal number of overs/deliveries, with no additional bowling restrictions.
7.8.1.3. Teams may agree to reduce the number of overs / deliveries before the start of the game to avoid finishing in the dark.
7.8.2.1. A minimum of seven players is required to start a game for all age groups (excluding Under 9s). At least 30 minutes after the scheduled start time must elapse before the opposing team can claim the game.
7.8.2.2. For pairs cricket, a minimum of six players per side is required. If a team has six or seven players, the final pair is forfeited for the batting team only.
7.8.3.1. Each club is responsible for appointing a competent scorer and umpire for each match. Regular scorers and umpires should receive basic training to carry out their duties effectively.
7.8.3.2. From the Under 11 age group upwards, scorers must use the Play-Cricket scoring app wherever possible and are encouraged to live score. Scores must be uploaded within 24 hours of the match ending.
7.8.3.3. Both teams should provide a scorer. If one team does not provide a scorer, they accept that the opposition’s scoring is final and correct. No changes will be made to the score once the scorecard has been uploaded and agreed.
7.8.4.1. Managers or coaches, whether umpiring or not, may only coach when the ball is dead. Mid-match coaching should be brief and must not delay play.
7.8.4.2. At Under 9, Under 11, and Under 13, coaching is allowed at any time during the match when the ball is dead.
7.8.4.3. At Under 15, coaching is only permitted between overs or at the fall of a wicket.
7.8.4.4. No on-field coaching is permitted at Under 18.
7.9.1.1. The ECB Fast Bowling Directive applies in all matches to all players. See Rule 3.4 for details.
7.9.2.1. Concerns have been raised regarding player safety if the shorter ECB pitch lengths introduced in 2019 are fully implemented.
7.9.2.2. Some age-group bowlers are prematurely developed or playing at Elite Performance level, and bowling from a reduced distance may increase the risk of injury or fear of injury to the batter.
7.9.2.3. Fast bowlers playing at representative level (Inter-League & County) should bowl from the traditional bowling mark for each age group:
7.9.2.3.1. U11 = 19 yards
7.9.2.3.2. U13 = 21 yards
7.9.2.4. If either coach believes player safety is at risk, they may request that a non-representative bowler also bowl from the extended mark.
7.9.2.5. To accommodate these adjustments, team managers and grounds staff should consider:
7.9.2.5.1. Additional crease markings
7.9.2.5.2. Bowling from one end only
7.9.2.5.3. Using spring-back stumps that can be moved as required
7.9.3.1. All wicketkeepers must wear a helmet when standing up to the stumps, both in matches and practice. Under 9 and Under 11 wicketkeepers must wear a helmet at all times when a hard ball is used.
7.9.3.2. Minimum distance for fielders standing in front of the batter:
7.9.3.2.1. U9, U11, U13: 10 metres (11 yards)
7.9.3.2.2. U15, U18: 7.3 metres (8 yards)
7.9.3.3. If a player comes within the restricted distance, the umpire must stop play and instruct the fielder to move back. THIS RULE APPLIES EVEN IF THE PLAYER IS WEARING A HELMET.
7.9.4.1. All batters must wear a helmet when batting against a hard cricket ball, both in matches and practice. Due regard should be given to the latest ECB guidance on cricket helmets.

7.10.1.11.3.1. No player may be dismissed bowled by a delivery that bounces more than once
7.10.1.11.4. Wides: Wides should be called and count as 1 extra run
7.10.1.11.5. Wicket falls: Unlimited lives for batter but will result in the loss of 6 runs from the total.
7.10.1.11.5.1. On the fall of a wicket the batsmen change ends except on the last ball of the over.
7.10.1.11.5.2. No batsman who is out for any reason shall face the next ball, except on the last ball of the over.

7.10.3.6. Batsmen Retirement: None
7.10.3.7. Maximum Bowler Overs: Max 3 overs
7.10.3.8. Minimum Number Of Bowlers Used: League: minimum of 2 overs. Summer Cup: minimum of 1 over.
7.10.3.9. Team Numbers: 8-a-side pairs cricket, 4 overs per pair. Pairs change at the end of overs 4, 8 & 12.
7.10.3.9.1. If a team has 6 or 7 players, then the final pair is forfeited for the batting team only.

7.10.4.1. Day & Start Time: Wednesdays 18:00
7.10.4.2. Pitch Length: 19 yards
7.10.4.3. Boundary Distance: Not exceeding 40 yards
7.10.4.4. Ball Required: Pink youth (4.75 oz) Hardball, approved by the GMCL
7.10.4.5. Stump size: Junior
7.10.4.6. Team Numbers: Can consist of up to 12 players. No more than 11 players can bat or field at the same time.*** All players must be nominated before toss.
7.10.4.6.1. There is no requirement to nominate which 11 players will bat.
7.10.4.6.2. Any replacement/substitution of a member of the fielding side can only be made with the approval of the standing umpires and only at the end of an over, or fall of a wicket.
7.10.4.6.3. Once a player has taken the field, he/she can play a full part in the match, subject to the provisions of Law 17.6 (Bowler changing ends).
7.10.4.7. Batsmen Retirement: 30 runs
7.10.4.7.1. In all league and summer cup games, batters are to retire and may not return when they have reached the run limit applicable to relevant age group.
7.10.4.6.2. If the retiree is part of the last wicket pair, they may continue their innings.

7.11.1.1. The winning team will be awarded 2 points.
7.11.2.1. 1 point each will be awarded for a tie.
7.11.3.1. point will be awarded where there is “no result” e.g. where the game has been unable to take place as a result of poor weather or other extenuating circumstances and every effort has been made to play the game.
7.11.4.1. If a team fails to honour a fixture, they will be deducted 2 points, and the opposition awarded 2 points as for a winning team.
7.11.4.2. If both teams agree to replay at a set date and the game gets abandoned, the original decision stands, however, no deduction of points will take place unless one club had to forfeit original date.
7.11.5.1. Notwithstanding the requirement to upload all results within 24 hours of the match, any fixtures where the result is not entered into play-cricket by the cut-off date published by the GMCL Junior Board shall be entered as a tie.
7.12.1.1. The GMCL Junior league has a new structure as of the 2026 season. There will be a champions Final game between East and West premier divisions only. Cut-off date for these will be provided in advance by the GMCL Junior Board.
7.12.1.2. Where any performance league is shared, then the following criteria will determine the winner of that league in the below order:
7.12.1.2.1. Head to Head results
7.12.1.2.2. Total wins in the performance section.
7.12.1.2.3. Net run rate
7.12.2.1. Prizes will be awarded for U11’s, U13’s, U15’s and U18’s at an Annual Presentation event to be announced by the GMCL Junior Board.
7.12.2.2. There are no awards at U9’s.
7.12.2.3. For each age group there will be awards for the overall winner for each division in the performance section (Premier, Championship & conference) as follows:
7.12.2.3.1. Batting - the best average, from the top 15 run scorers in the age group. Anyone without an average due to not being out, will be considered to have been out once;
7.12.2.3.2. Bowling – the best average, from the top 15 wicket takers in the age group;
7.12.2.3.3. Fielding – the individual with the most fielding victims (catches, run outs & stumpings. In case of a draw this order will be the decider.) (No fielding awards will be given for U11’s);
7.12.2.3.4. Individual man of the match awards for cup finals.
7.12.2.4. Team awards for the following:
7.12.2.4.1. Performance section top division winners (i.e. Premier 1, Championship 1 & Conference 1)
7.12.2.4.2. Junior Cup winners
7.12.2.5. All other team winners and runners up from other divisions will go on the GMCL Junior Honours board, to be published on the GMCL Website.
